This was SUPER confusing, but I did get it to work. You basically have to add both those offers via PayPal, go to the Google Play Store, buy something and PAY USING THE LINKED PAYPAL ACCOUNT, just go on blind-faith that it will work (not reflected anywhere during the checkout process), and then when you get a receipt you'll see that you paid whatever the price of the thing was minus $15 and then it automatically withdraws from some other account (didn't use my preferred one).

Basically, Google Play Store interface is a dumpster fire of user-experience, but this does eventually work, as OP stated. Good find...Google, for the love of god, fix your UX (maybe spend less time building random projects like Stadia, only to shut them down a year later).

You can ask refund via "google play purchase history" then select "Bought by mistake" They refunded in 1 min.

Per the terms, the purchase must be made on the website. However, I did an in-app purchase and it worked.

I added PayPal to my Google Pay [google.com], and then made an in-game purchase with PayPal as the checkout method, and the promotions applied. (You can't see that the promotion works until after the purchase by going to your PayPal activity.)

If you have multiple PayPal accounts, you can add the 2 promos to each PayPal account, add each PayPal account to the same Google Pay account, and do this promo multiple times. I tested it and it works.

This didn't trigger correctly, do you have to use your balance? I did my Discover card via Paypal but ended up paying the full amount of $19.99 - had to submit a refund request

I might be the first person this didn't work for. Added both offers then paid with PayPal from the website. It charged the whole total to my debit card.

Bought a movie, got charged full price. Just requested and got approved for refund. Screw PayPal, this isn't worth the headache.

It should be instant, reducing the amount of actual funds you spend on the transaction by $15 (or $10 & $5). Every PayPal offer I've ever used like this has been for me, and I've been with PayPal a LONG time. But whatever works for you, please report back if they do credit you $15 without having to contact their customer service.

Comfirmed, dead. Both offers still show in my Paypal account but I was charged the full, $19.99 for a movie purchase by Google thru Paypal. Requested a refund from Google and received it. Despite the offers still showing in accounts at Paypal, they are not honoring them.

I will have to contact Paypal support. I tried now but they are closed.

I added both offers. Used PayPal during checkout for $19.99 in app purchase and had to pay the full price. The offers were not applied and I see the full amount in PayPal. I did get the similar target deals to work earlier so not sure if it is just the in app purchase not working or what.

Mine did not trigger either. I tried to talk to PayPal support, but their chat isn't working and it's after hours for phone support. I ended up just refunding the app purchase in Google Play.

Did you try going through the Google One app? I had no issues upgrading and paying with PayPal through the app
