Basically, Google Play Store interface is a dumpster fire of user-experience, but this does eventually work, as OP stated. Good find...Google, for the love of god, fix your UX (maybe spend less time building random projects like Stadia, only to shut them down a year later).

I added PayPal to my Google Pay [google.com], and then made an in-game purchase with PayPal as the checkout method, and the promotions applied. (You can't see that the promotion works until after the purchase by going to your PayPal activity.)
If you have multiple PayPal accounts, you can add the 2 promos to each PayPal account, add each PayPal account to the same Google Pay account, and do this promo multiple times. I tested it and it works.

Now have to request refund from Google.
After going back and forth many many times, I finally got a $10 credit applied but wouldn't deal with the hassle again.
Fair warning, if you're like me and have way too many Google accounts logged into your phone, make sure you're in the right account on play store and that it matches PayPal I guess? I still never figured out why it didn't apply without customer service fixing it later as a credit.
*EDIT - I should clarify, this was just me and having too many Google accounts on my phone and not bashing the offer, just giving fair warning. No issues saving ten bucks by checking out with PayPal on the recent big lots post or doing a Starbucks bonus with paypal.*
