This was SUPER confusing, but I did get it to work. You basically have to add both those offers via PayPal, go to the Google Play Store, buy something and PAY USING THE LINKED PAYPAL ACCOUNT, just go on blind-faith that it will work (not reflected anywhere during the checkout process), and then when you get a receipt you'll see that you paid whatever the price of the thing was minus $15 and then it automatically withdraws from some other account (didn't use my preferred one).

Basically, Google Play Store interface is a dumpster fire of user-experience, but this does eventually work, as OP stated. Good find...Google, for the love of god, fix your UX (maybe spend less time building random projects like Stadia, only to shut them down a year later).

You can ask refund via "google play purchase history" then select "Bought by mistake" They refunded in 1 min.

Per the terms, the purchase must be made on the website. However, I did an in-app purchase and it worked.

I added PayPal to my Google Pay [google.com], and then made an in-game purchase with PayPal as the checkout method, and the promotions applied. (You can't see that the promotion works until after the purchase by going to your PayPal activity.)

If you have multiple PayPal accounts, you can add the 2 promos to each PayPal account, add each PayPal account to the same Google Pay account, and do this promo multiple times. I tested it and it works.

Added both of the offers and they showed up on my PayPal account. I made a $15 + tax purchase on Google Play with PayPal but only the $5 offer applied. Rest was charged to the card.

As usual, missed this by 5-10 minutes, then more than an hour later the "Deal of the Day" email comes, well after the deal expired. Most useless feature on the site.

I bought an in app item for $20. Neither promo was applied from looking at receipt on my email and PayPal account.
Yes I did save both offers and recieved emails that my offers are saved

All rewards were redeemed. Same issue here. It took me too long to link the two together, because Google Play would not accept the Chase Freedom linked to my PayPal. It kept asking me to add a 2nd CC, even though Google consider my Chase Freedom a valid payment option in Google Pay. 🙄

Now to wait 1-4 business days for Google to refund this purchase.
