Edit: saved card jnfo on Target site. Then checked out with PayPal and it went through without that error
Edit2: but it charged my CC instead of PayPal
Even if you've already loaded the offer to your account, there's no guarantee it will actually work if you haven't redeemed the offer before it's terminated by PayPal. I assume they only allow a specific number of redemptions.
incidentally I have an email for the original transaction but they did not send me an additional email when they canceled the original one and charged me the full amount the second time.

I also received Paypal email saying the price was covered by Paypal for my Target purchase although Target gave me error when I submitted the order for $15 Target GC. No receipt from Target.
What a nightmare for people who were actually charged whole amount even though they received Paypal email saying the discounts applied.
