You needed to be logged into your paypal account. For me it never showed the discount on the Target website. After I made my paypal purchase, I got 3 paypal emails. One for $5 off $15, one for $10 off $15 and the 3rd email was the difference after discounts applied to my Discover card. I get another 5% cashback from Discover.

You need to launch your Target website from the Paypal shop now icon after applying both coupons.

I ordered cleaning supplies.

Order went through for a $15 target GC, got email from PayPal that everything was covered for a total of $0.
Then after a few minutes got the email from target that the order was cancelled

If your Paypal account is not showing $15 discount on that Target order, it's very unlikely you have gotten the $15 off. My Paypal account is showing $15 discount on $15 Target GC order (as "pending") even though I got error placing the order. My Target account is not showing any order being placed today.
