Can anyone share a screenshot of both offers in cart on the paypal end?
https://files.catbox.moe/7exipe.png

It ended up charging my newly-saved CC even though I chose PayPal.

Don't bother calling Target for a refund on an eGiftcard.

Did you received a confirmation email from Paypal? Does it show $15 in discount? If not, you are not going to get $15 back. It's not rebate that you get money back later thought Paypal. It's supposed to be immidiate discounts when you pay.
Confirmation doesn't show. Oh well...

There was a technical issue that prevented us from fulfilling your order.

You have not been charged for the canceled items. We sincerely apologize for any inconvenience this may cause.

Tried to check out at target and it says

Please review these errors
Can't process card. Verify your card info and try entering it again. If you keep getting this error, contact your card provider.

Got the PayPal email saying the purchase was covered but no confirmation from target and can't finish the checkout process.
Same here.

I bought a $15 gift card with the free $15. Approved then Target sent me an email cancelling my order. Then I tried to use the $10 and $5 off with google play (using paypal as payment method), tried to buy Maverick. Didn't work. Just took $15 from my PayPal balance.

You have to login to your paypal account. Use the same browser to click on the $10 link and $5 off 15 link. Click on shop now (Target) through the Paypal portal in the same browser. Then make your purchase using Paypal. You will get a confirmation email thanking your for being a great Paypal customer and showing $5 was redeemed and $10 was redeemed and your paypal charge will show the difference minus $15.

You should get a green checkmark saying the offer has been applied to your paypal account when you click on each offer (both $5 & $10). Do no close your paypal broswer and click show now which takes your to target.

It may not work on gift cards, check the terms.
Paypal and/or Target probably deactivated this coupon due to all the free gift cards, even though both coupons/offers show in Paypal with a green checkmark. I tried to buy items (not gift cards) from Target.com. When I chose Paypal to pay, it took me to the Paypal screen and I can see Paypal is charging my credit card full price -- the 2 promotional coupons are not there to be used/chosen. So I just exited. Deal is dead.

Is it possible to dispute this transaction? I have used Discover Card. Who wants to hold a target gift card in this inflation time unnecessarily?

This happened to me occasionally for years. As long as it is in your account, they cannot take it away.
