You don't need to use the bars specifically for syncing with the TV. I actually prefer a static biased lighting setup instead of using Sync.

No, these are used by a lot of PC users behind their monitor. The corresponding Sync App is free to download on PC/Mac and works essentially like the exorbitantly-priced Sync Box.
