No, these are used by a lot of PC users behind their monitor. The corresponding Sync App is free to download on PC/Mac and works essentially like the exorbitantly-priced Sync Box.

Lol don't you need the sync box for it to actually work with whatever is on your tv? Seems like an incomplete kit

You don't need to use the bars specifically for syncing with the TV. I actually prefer a static biased lighting setup instead of using Sync.

If I remember correctly you need to sync box and to have the colors change on the TV borders as your watching.

how bright can these get? If I have them on the floor next to a wall, how high up the wall will the light pattern be?

If you use a PC, you can use software to make the colors match your screen. If you're trying to match the colors to a cablebox or a similar device you would need the sync box.

Otherwise you can install the Sync app on PC and certainly cast content from your PC to your TV if you are so inclined and don't want to purchase a Sync Box.

I have been avoiding synch boxes. No experience with the Philips ones, but others tend to degrade your 4K video signal nor support Dolby vision.
