Just like the shorts from the name brand companies.
A lot of athletic clothing is made of polyester blends (see Nike Dri-FIT and Adidas Climacool) due to the moisture-wicking and quick-drying properties. Cotton absorbs moisture and gets sticky/heavy.

I have these Amazon Basics performance shorts. They're more than adequate for gym use.
I'm not sure what people expect for 5 dollar shorts. But these are sufficient for wearing around the house. I wouldn't carry much in the pockets.

That being said, I don't usually consider flame retardation qualities when I'm picking a pair of shorts to lounge around my house.
