You can buy Xbox gift cards, which are not excluded and triggered the offer. The Xbox gift card can be used to purchase physical items at the Microsoft store with no expiration date (that's what I found out from the thread).

The Dell gift cards are excluded.

Thanks for the suggestions. I don't play as much lately so not looking to buy games. Need an accessory. With giftcards I still need to figure out what I can get so I'll keep looking. I already have $110 Xbox gift cards from the Dell offer.

You can redeem them online at microsoft.com/redeem even for hardware.
The digital cards showed up in my Dell Digital Locker.

Got both the $120 off $599 Dell offer and $100 off $500 MS offer. Now to figure out what to use it on. Already have a Series X. Surface Book 1 is starting to show its age and battery deteriorating but I hate setting up new laptops and would only upgrade if there is a good deal which I don't see yet.
