This is primarily oxidizers - oxygen to pull apart organics to clean, typically dirt and grime.

There's no enzymes in this.

So yes, you can use it as is to "clean" , but it won't clean all types of stains.

It does work good on what it tackles - a bit of this and water cleans sneakers well.
