The one that you'll use the most. If you know you're going to buy multiple tools and you know what tools they're going to be and you don't have an urgent need for a specific tool, it may make sense to select a more expensive tool now and fill in later. For everyone else, your best bet is to select the tool you're most likely to use the most.
Which one that will be depends heavily on what you plan to do or what projects you plan to work on. Someone who has a lot of tree trimming or demolition work will want the reciprocating saw. Someone who's planning some household carpentry projects might need the circular saw. Someone who's planning on doing a lot of basic woodworking projects might do well with the jigsaw. Someone doing more advanced woodworking projects could do very well with the router. Someone who wants a really flexible tool for drywall, tile, and miscellaneous stuff could find a lot of use in the oscillating tool. A gearhead who works a lot on their car would want the impact wrench.
There's no general answer that will be "right" for all or even most people.

Been eyeing the 20v router which was the most expensive item on the free tool list, plus I picked up their 20v lawn mower on an earlier deal so the extra batteries will come into use. Thanks Op!
Thanks OP! Would have jumped on it if it were the DCS367 saw instead of the DCS382. Both capable and, when on sale, its about $130 for bare tool. The DSC367 has 4 positions for the blade (more important for me) and is more compact. Otherwise pretty much the same.
