This is for everyone and no special invitation needed. But of you have an account after 2019 with Capital one, then you might not qualify for the bonus. I am not sure about that but check with Cap One

Out of my curiosity, after 49 up votes and >190 reply still it is not a Front page deal. May be the sponsored deals and deals posted by staff makes it to the front page in SD these days.

Your quotes on the 3M and 6M are wrong, most likely your broker skrewing you. I recommend IBKR if you want to buy bonds. You're better off buying the T-bills rather than putting money in this.

I like capital one. But when I opened my account, I think it was 500 for a 150 bonus. This is not slick at all.

I'm over switching accounts to make a few bucks. What they do is change their rate the next month. So your back to having the same interest as before but instead now have an extra account opened. I swear they do this to increase their account count and make it seem like they are doing great but in reality its the same amount of customers just with a bunch of opened accounts.
