At this price, from Costco especially, it may be worth trying out.
For a parent that doesn't want to spend "a fortune", I can see this being an OK deal. For a parent that wants a more serious bike for their kids, there are many better options, but most of them cost multiples of $100, so it is almost apples to oranges starting listing them. Just remember: bikes are complicated machines, almost always build by hand to a large % and not sold by the "pound" (actually are sold by "inverse weight": the lighter it is, the more $ they ask for it, typ. at insane "exchange rates").
A "kid's" bike is not easier to make than a grownup's bike neither is less complicated.
Kids bikes end up being cheaper than adult bikes only as a loss leader to get parents that would buy expensive bikes for themselves started* buying for their kids, or because serious ends are cut and bikes built to a price point. "No free lunches". If the "deal" is too good to be true, it probably is not as good as you think.
*typ. for higher end brands, e.g. Specialized does that for example: look how much bike you buy for $600-700 on ther kid's line, and how measurably worse their adult line is for the same $

I paid $90 for a 20" Kent Ambush from Walmart 2 years ago. Biggest complaint is he has to get off and push his bike on some large up slopes. Most Walmart 20" bikes do not have multi-speed. And I don't think we can find a light frame 20" with multi-speed in this price range.

My favorite kid bicycle geometry has been on the ByK frames. Though this review of a smaller model [twowheelingtots.com] does a better job of illustrating how cramped short wheelbase bicycle can be, you can check the pictures in this review of a larger model [twowheelingtots.com] vs. the pictures on the Costco model to compare seat and knee positions.
I also always find myself triggered by a kids bicycle listing that fails to incorporate a chain guard.
