I have this. While the metal part made it easy to clean up some caulk, the silicon part made for a pretty messy re-caulking.

Jokes aside, I really did get a neater caulking done just by laying the caulk, wetting my finger, and sliding it across.

No idea how well the scraper portion works, and that may well be a good use for this. As far as applying, a moist finger is the superior tool to this.
