Your Samsung S21 can be charged with most USB-C chargers, but it supports 25W PD PPS, which means to to take advantage of its maximum fast charging capability, you want a charger that's USB PD PPS with a minimum 25 Watts. The "PPS" is the key differentiator here. That's a newer type of super fast charging that's this phone supports.
This 18W Anker won't charge your phone as fast as one with PPS that delivers at least 25W.
The 65W Anker is PPS and will do the job but it's overkill (unless you also want to use it to charge a laptop or something else that needs more power.
Your best value might be Samsung's own 25W PPS charger, which has been available on some very slick deals. Currently Groupon has them 2 for $19.99 including cables [groupon.com]. (Update: Some reviews say those are counterfeit so YMMV)
Note: If you see a charger with two (or more) USB slots, the advertised wattage will be distributed between the two, and you need to read the details to see how that works. A 36W charger with two USB-C slots might deliver 18W+18W, which is not going to give max charging speed to your S21. But a 37W charger might have a USB-C and a USB-A, and deliver 25W+12W, which would be great for your S21 plus a Galaxy watch.
There are also cheap generics too at really low prices (if you're willing to hook your $1,000 phone to a no-name charger). Just look for PPS 25W or higher.
