I have something similar I got over 10 years ago on a trip to Italy. It's meant to be worn underneath your clothes so hidden from pickpocketers. It can easily hold a passport, cash and cards. But I found it much easier to just wear a light jacket/fleece that has a zipper pocket on the chest area. Much more convenient and never used the strap again. You also don't look like a weirdo digging through stuff inside your shirt/pants while paying for stuff in public.
