Packs for special sets like this one usually go for around $5, so any time you can beat that price is a good deal. Even loose packs on TCGPlayer are barely better than this ($14 vs $15). Whether the set itself is worth the price or not, however, is up to you. I like (not love) this set because of the Mewtwo cards, the Radiant starters, the holo legendary birds, holo starters, and the peel-off Ditto. This set is also relatively small, measuring at 88 cards as opposed to the ~200 typical of English sets. Because of the smaller size you're more likely to get dupes, but you're also more likely to get the cards you want.

I was annoyed to find out you can't return any Pokemon items to Walmart,.. even if unopened or damaged upon receipt

Because it's pretty easy to re-seal the packs with the chase cards taken out. Most retails do not take returns on trading cards, and I would prefer to shop from those shops.

Amazon takes returns on trading cards, see lots reviews on people getting re-sealed packs. I am sure Amazon will take care of you if you get re-sealed packs (if you notice or catch re-sealed packs).
