The vast majority of carrry ons for sale are slightly bigger than airlines requirements. No one will care or check this. If anything some international carriers will weigh your carryon but they won't measure it unless it's a crappy low cost budget airline. It's a common discussion point in forums, you'll be fine. A lot of international airlines are moving towards linear inch limits which means the sum of Height, width and length rather than dictating a max for any one dimension.

It needs to fit their carry on sizer. If it fits, it fits… if it don't…. they'll take an appendage for payment for gate checking the bag. Best to stick with the dimensions when flying in Europe. The bag sizers are usually spot on in measurements. So make sure the LxWxH is spot on or smaller

Man, most of the carry on sell in the US will not fit their restriction then, I'm looking at 19" carry on luggages and the size with wheel are slightly under 22" which are also double, triple the price of the normal advertised 20".
I was at the store & ended up picking this up. A lot of them were beat up, broken, or warped. I had to dig through the display pallet to find one in decent shape.
The hardshell is very thin, it is not expandable, & there is no zipper compartment inside. It's just a thin plastic liner with straps on both side to hold your clothes - very basic bare minimum.
The telescopic handle works fine & it glides/spins perfectly though.
It's very cheaply made & most likely wont survive an actual trip. I would just use this for a light day trip or as a child's luggage.
Fyi, if you're planning to take it to Europe, they are on top of it.
We traveled to Barcelona, Athens, Sicily & Lisbon earlier this year and worried at every airport because we knew our luggage would NOT fit in those size checkers....and we were not stopped at any airport. And I'm talking - our luggage was way oversized (for a carry on) and no problems whatsoever.

Even worse, they didn't check mine and i had trouble fitting it into the actual plane's overhead bin. It was a smaller plane from a short connecting flight. You may get away with it on the large jet, but something to keep in mind if you board a small craft on a connecting flight.
