It's the best I've seen for price/performance if you're just aching to replace a graphics card from 2016. All the GPUs are refurbished with 90-day warranties. The two refurbs I've bought from Zotac in the past are still both running after a couple of years.
There are many other graphics card variants available, as well as GeForce 10 series cards. The GTX 1080 Ti price isn't too bad. There's also a $24 low-profile card.
According to this refurbished = used. I hope that they do some kind of service to the cards before they sell them as refurbished.

I wouldn't trust these companies to do much more than airgun & alcohol wipe the outer surfaces and apply a refurb sticker. Doing more cuts into profits and decreases "shareholder value"...but I'm jaded.
so they gave the first guy a 3 year warranty to OC mine the card 24/7, then after 3 years of hard mining they rma it it and now resell to you with a 90 day warranty.

That's not typically what "refurbished" means. Usually, it's returns that didn't post on a new build or upgrade, I think. But you are correct that there is an inherent risk with less time to make a judgement on the card's capabilities and condition. Although I've heard some pretty shady things about Newegg and Amazon sales, even ones that are supposedly straight from Newegg/Amazon lately. This is, at least, straight from Zotac.

thanks was in a rush when buying the video card, looks like i can cancel the coverage for a refund in 30 days. Buying straight from squaretrade/allstate is $50

I have also looked into this for you, be cautious of "I confirm that all of the items I'm protecting are new and have been purchased in the last 30 days."
this isn't a new item.. I'm not sure warranty works here
I'm also worried about the 2080 ti I bought breaking,
but there's 90 days to trial it...
