Are you suggesting they're buying up used bikes, cleaning them up, and selling them as refurbished? If not, the batteries are likely very close to new.
this is not a good, competition offers alot of additional features for the same price for new bike (i.e. engwe ep2 pro & jasion)
Well the Engwe is $100 more on their website[engwe-bikes.com] (after a $100 discount they're currently offering), but they also give you a second battery, which is worth way more than $100, so I agree that it's a better buy. Of course, I'm not familiar with either of these companies so I don't know what sort of after-sale support they offer.
ETA: The Engwe isn't a folding bike; the Jupiter is. Not really a fair comparison.

I'm not recommending anything. But the Jupiter Defiant is $1,000, vs. $1,100 for the Engwe. Both have 750 watt motors, the Discovery X5 (the $500 model) has a 350 watt motor. Both were listed in the OP.

That's my mistake. For some reason my eyes only saw the one for $495.
These are probably great condition bikes that were returned because the buyers realized that electric folding bikes aren't as portable as they thought.
A regular folding bike is light and you can toss it into a trunk. That's why these things may have scratches. It's part of owning a folding bike. It's usually leaning up against something when not in use.
An electric folding bike is heavy af and needs to be transported in an upright position and not bumping against things because all the extra weight will break stuff.
