Always remmeber..remember... human eye cannot differentiate between 1080 and 720 on smaller sized TVs. So 720 is fine on a 32.
As a general rule, any screen that is 12" or less will look fine regardless of resolution, whether it is 720p or 4K. And for any screen larger than 22", you should aim for a 1080p or better resolution, since 720p will have noticeably lower clarity.

Viewing distance plays into this as well, though. You're going to be sitting up close to a 22" monitor (they don't make many, if any, 22" TVs). If it's a 32" TV, you're probably not going to be sitting close to it.
So for a 32" monitor, get FHD. For a 32" TV, it's not as big of a deal to only have 720.
