AS someone else said above if you are new to pokemon the "battle academy 2" is probably the best bet.

Ironically the brilliant stars top 2 cards are charizard... 120ish top value. Astral radiance has a less valuable top card (machamp) but more cards in the 50 range (bs has 2 or 3 above 39, ar has 5 or 6).

Both are solid sets imo.

Everyone suggesting battle academy which is great and all if he actually wants to play the game. If he's more about collecting that's gonna be a little disappointing compared to the fun of opening packs.

Both of these are good bets.

The gist of this is that anything can happen on a per pack basis (or per bundle, or per box, etc). As a whole your odds are going to be higher of getting a higher raw number of better cards from booster boxes, then ETB's, then booster bundles, and single packs, but that's solely because of the number of cracks you have at it, not because of the contents within each.

tl;dr, it's a giant RNG, spend what you're comfortable spending if you're looking to effectively gamble on it, otherwise enjoy filling out a collection.
