I assume level ground. If they could say downhill speeds, it would always be like:

I have this model and a pair of the bolt pros. This model has a weaker motor, smaller wheels and no pedals. What this model does have is the ability to adjust speed via the Bluetooth app. While I (180lb 5'11 adult) love riding the bolt pro, this one is really just a kid's toy. If you weigh more than ~125lbs it won't take you up hills at all. If you're full sized, buy a bolt pro (routinely refurbs on sale on Jetson website for ~$225 shipped). If you want an ebike for your kid that you can limit the top speed on, this works well for that.

When it says up to 15.5 mph does that mean uphill or downhill?
Flat land with an average rider. I have one and it gets about 15 on just throttle. Uphill is dependent on the grade and weight of rider. If you peddle you get higher speeds of maybe 18.

It also depend on the battery age and the passenger weight it have to halt around.
If this bike is anything similar to the one from Costco, the charger is a dummy charger. It will over charge the battery and reduces it's life. Mine isn't so powerful like before. And some said it over heat while charging.
Nah, about $400-$500 is regular price and $300 is a good price if this is what you want. Understand Jetsons makes a true 'electric bicycle' model on the same frame with 7-speed pedal assist which is NOT this model for which $299 would a best-price-to-date if, again, that is what you want.
But this 'bike' has no pedals so it's closer to a sit-down E-Scooter. If you need a $299 e-scooter for but are worried about taking a spill from a stand-up riding position this would be the thing for you....
