I don't think that is the case any longer as the Bethesda Launcher was phased out. I purchased a 'physical' copy of Doom Eternal (empty box with code in it) 6 months back , I activated the Bethesda code on Steam with zero issue.

Steam has for the Doom Eternal Year One Pass for $11.99. Includes DOOM Eternal: The Ancient Gods - Part One and The Ancient Gods - Part Two campaign expansions and DOOM Eternal BATTLEMODE. I would link to it but not sure what the link is, it seems to only show up when you look at Doom Eternal and it is between two other options that seem less appealing.
