Amazon offers these for better value and price. I have bought them and they are cosmetically and functionally great. (One drawback -- the SSD inside is a no-brand no-DRAM device that slows down under sustained load).

In September & October, Dell Reburbished ran 50% off codes.
Now, during Black Friday, it's 40% off?

At 50-60% off, Dell Refurbished prices for select items can be good.
At 40%, there are equivalent, or better, prices at many places.

Also, most of their systems are quite old now. These are off-lease? How long were those corporate and government leases anyway? Those systems were likely being cleared out by Dell as new at the start of those leases. So they are USED and they are OLD TECH. Yes, they have life left, but their "regular" prices are grossly exaggerated at the current time. Old i3s and i5s are nowhere near their modern day i3 and i5 performance benchmarks. They can't be the same, 5-7 years later, or no one would ever upgrade.

All the old tech is better re-purposed and shipped to support organizations in 3rd world countries, rather than cleaning them up, testing them, marketing them, and reselling them here. I have relatives with lots of older systems and no other family member will take them for free. Blame ever-expanding operating systems, apps, software drivers, networking, media downloading, and so on.

these are cheaper on ebay and stuff. i got a sff i5 6500 for 90 bucks and bought a 20$ ssd for it

At some point, Dell should just stop refurbishing these old systems. There must be plenty of "off-lease" returns that are more modern than these. Maybe they don't show up in the consumer version of Dell Refurbished.

Lengthy leases for computer systems aren't appropriate in terms of preserving value. Software can sometimes be written off completely as an expense in one year. I'm not sure what the full depreciation is on computers. 3-5 years? These old systems have long been written off to zero value. They may have even had more than one previous owner. They're in the charitable donation category now. They came with current and future headaches, wasted time and lost productivity, in trying to keep them functioning and updated. However, many consumers see their time as $0 and don't mind all these future frustrations and wasted time.

The bad news is that all of these systems are indeed supported only as Windows 10 devices (Windows 11 generally requires 8th generation Intel CPUs or above [microsoft.com]). Yes, Windows 11 can be installed on just about any PC, but support is not guaranteed. Of particular note is how Windows 11 security features disproportionately impact older CPUs [pcworld.com] (which is a function of both the lack of integral support of more advanced features, as well as the general lack of horsepower in said older CPUs).

The good news here is that any of these 6th generation, 4-core i-series systems are sufficiently powerful for basic everyday productivity or some fun Minecraft. And if you get a capable Windows 10 system today for $150 that still has nearly 3 years of support [microsoft.com], then is that really the worst use of said funds?

If you do want to ensure that you're getting the most CPU horsepower for your dollar, consider the SFF (Small Form Factor) systems over the MFF (Micro Form Factor) options. The T series CPUs are still solid choices (if not arguably more efficient), and if you need the space they're not a bad option. But you're going to get more raw performance out of the SFF machines thanks to their higher total CPU wattage (about double that of the T-series).
