If you have two litter boxes maybe try this in one first as I know my cat hates the smell of lemon. He also will refuse to use some heavily scented litters too, not sure this product would work for me but hopefully it does for you.

Was just coming to say, cats HATE citrus smell, they wince if they can even smell an orange I'm eating. Eating it can be toxic too. Feels almost cruel to make their litter box smell of anything citrus.
