If they just want to collect: Get a set that has some kind of special holo cards and a bunch of booster backs.
I think the Elite Trainer boxes might be something to get them once they get into it a bit and start making their own decks.

An Elite trainer box would also be a good idea. Has 8 packs, a stack of energy cards, and the dice/markers. If they are playing the game this would be a good start for building plenty of supplies to play.
