I have an intuos p+t (from 2013) that can do similar tasks and has similar sensitivity, but not having your stylus hover over the screen inevitably means you interact differently with your work. Most will prefer seeing a screen under their hand. I ended up getting a Huion kamvas 13 (that I haaaaaaaaaate and don't recommend) to even the field. Still use my Intuos as a fallback.
An Intuos is very very good for non artistic tasks (remote learning/tutoring, signing documents, assistive input if you have occupational injuries, etc ). The size and age of Wacom alone means that you'll have good software/driver support too.
And yes it is usable for photo editing. Not the most modern way, but totally usable.
After rebooting, connecting, disconnecting, putting the Chromebook on beta channel and then back to stable... rinse and repeat several times over 20 minutes, nothing worked! I was ready to return the thing.
Just for kicks, before returning it, I thought I'd try it on a Win10 laptop sitting on my desk. It auto-installed a driver and worked great. I plugged it back into the Chromebook and unbelievably... it started working! No driver, rain dance, or other activity required! YMMV.
All I could think of was that it shipped in some state that, on first connection, might be seeking a firmware update or other first-run activity that doesn't reliably complete on Chromebook. Purchased a second unit and had the exact same experience.
TL/DR; connect to a Windows machine and let it fully install before using on a Chromebook (just the first time, when it's brand new). I couldn't find this tip anywhere on Wacom's site, but it worked twice for me. Hope it works for you.

- if this is a wireless device. what kind of battery does it take and is it easily/cheaply replaceable? (1 lithium battery included). I assume it is proprietary and not a AA or AAA lithium from the grocery store?
- do i need to buy additional software (trial subscription is mentioned) or are the free drivers enough?
As far as software, I have no clue what these come with aside from the driver. I assume there's a drawing and photo editing suite? I don't know, my Wacom is quite old. I just download and install the driver. Think of this as a mouse. It works with everything you have already, and it will work even better with software that supports pressure sensitive tablets. I use mine as an assistive input - I can't use a mouse or trackball for very long due to a wrist and thumb injury, so when my hand says "no more mouse", my Wacom is my only input device for weeks on end.
I should point out that you can't use this particular Wacom like a touchpad with your fingers - it's pen only. You've gotta shell out $200+ for that. Wacom phased that little perk out of their compact and affordable devices quite a while ago.
Wacom, if you're listening: please make a wireless tablet I can use like a touchpad in a compact form factor like this! Even the small Intuos Pro is a desk hog.

im thinking my phone's battery cant hold charge and it reboots every 30mins, rendering it useless. i want to avoid being in that situation

The old ones had a wireless "kit" with a wireless module and a lithium battery pack behind a door. I don't have a new one so I don't know, but I assume it's not user accessible on this one (new ones are not finger-touch sensitive, so I'm not interested). I'd assume it's just a lithium polymer battery pack somewhere in the case attached to a circuit board. Replacing one in a simple device like this usually isn't hard, though you'll probably have to make a couple of easy solder connections. Open it up, remove the battery pack. Google the numbers that are printed on the side of the pack, order the new pack the Google thing sent you and reattach it to the PCB, minding the wire colors of course. I've done this a half a dozen times and it's worked every time, sometimes there's been more space so I ordered a physically larger battery and got longer battery life from the device.
You sound like you're interested in keeping devices in service beyond their battery life, so this is a skill you should probably look into learning. Yes, it would be nice if batteries were user replaceable, but that's not the direction things are heading.

It's 50 for the one time purchase, but they do face subscription models instead. The license usually goes on sale twice a year. I got mine for 20 bucks on bf one year
