This may be a YMMV, I bought 2 of the charizard ultra collection boxes, they arrived with the security tape broken and re-sealed, and both of the boxes were open inside the package. Was able to return them no problem and got 2 replacements. (which i have to exchange again because they have the plastic cut through with a box cutter)

That is true for Walmart: "Items ineligible for Return/Refund/Replacement: Trading cards (opened or unopened)."

Target can be returned, unopened: "The following items cannot be returned:
Open or defective collectibles (e.g., sports cards, special edition Barbie dolls, porcelain dolls, action figures and die-cast cars)"
