If you rewire something on your own, does it have to be inspected by the county? Especially if you're new to this and it's kind of an experiment?

That's a good call but our rooms have no lights. I've never seen anything like it til we bought this house so I was sure they were for the sockets but they didn't work. I got high and forgot to check. Will be doing tom and updating lol
Get a large paper book and also the code book covering your area. Watch several youtube videos and see how they differ. Some may not meet code but some may have tools that you will want to buy.

For instant I was told over and over again online that when I wired my hot tub I needed to install a "Disconnect Box" or shut-off box outside near, but no closer than 5 feet, from the hot tub. When I contacted a local electrician aquatint he told me "not according to local code". I was attacked online from some for claiming this. Turns out he was right. Local code does not require a Disconnect Box be installed for single family dwellings in my area.

What I can say, and notes right on the cover, this book follows the 2020 National Electrical Code Requirements and is current with 2020-2023 Electrical Codes (the NEC is revised every 3 years). Most local codes follow the NEC, but there can be variances. The local code always takes precedence over the NEC when there are differences, so be sure to check with your local building department for the specific code requirements for your situation and it states this clearly in the book as well.
With that said and to answer your question, I am fairly confident that this book's advice is sound.
