I have this card, I can't speak to the charge back situation, but I can say their customer service call center is not 24 hours. I had a charge in the middle of the night once that auto declined, for good reason, but I was not able to reactivate the card because they were closed for the night. I think this is the only card I have like this and because of this, it is not a card I reach to travel with or for anything generally important. Still though all in all it offers the rewards it says it does.

You earn 3 or 2% cash back on purchases in the form of points. But then you have to spend 20% more points to redeem them. So if you earn $60 in cash back, you only get $50.
So 3% back is really only 2.4% back and 2% back is really only 1.6% back. False advertising, though I'm sure they covered their ass in the fine print.
- very stingy with credit limit. I had 750+ credit score and got $3500 initially.
- also stingy with credit limit increases. My first request was denied via a letter in the mail. Then they sent me another letter three weeks later increasing my limit anyways. WTF?
- first six months were a huge pain with payments sometimes taking up to 2 weeks to apply to the credit limit for 'security' and 'verification' reasons. WTFx2.
- no extended warranty.
- 3% foreign transaction fee. This used to be 0%, but was introduced around the same time that PayPal cash back was increased from 2 to 3%.
- the online portal was reorganized a few months ago to integrate better with the PayPal site. This has actually made the card's site worse. Everything you buy through PayPal using this card (which is, like, the whole damn point of it) now shows up as PAYPAL PURCHASE with no further details. If you click on Details, it says Payment from PayPal Cashback World Mastercard. So unless you download the statements, you have no idea what PayPal purchases were for - you have to go back to the PayPal website for that.
- every year they have extra cash back for the holidays. Right now it's 4% CB on all purchases until Dec 20, up to a $50 limit. I think this is total CB, not just the bonus on top of the usual 3% PP/2% everything else. Not sure if these terms vary or if it's targeted.
- not sure about disputes. I just lodged one with PayPal. I'm not sure if you can choose to dispute PP purchases made with this card through Synchrony, but you can only do so by phone.

Never ever deal with Synchrony, even if they give you free money.
All three of my credit reports have been unlocked for months but PayPal keeps reporting that my credit file is frozen and I need to reach out to Transunion.
