Yup, just don't plug in the RGB cable or disable it in the software that you use for controlling RGB.

Can I just buy and use it? Why does it say I had to buy additional upgrade kit ? Can I use this in other countries which use different wattage

That all depends on your current CPU, it seems like the only socket that needs a "kit" is the 1700.

You mean Voltage not Watts. The power that goes to this comes from the computer power supply, which is the same regardless of input Voltage.
