1. Spent $1 to join first month of game pass ultimate
2. Install FIFA 22 for free
3. Install and play, once on the title screen (you see kickoff on the screen, on the right it shows 40% off for FIFA 23, click right stick button (RT?) to open it up, it takes a few seconds to open)
4. My first few tries, it said unavailable. I quit and renter FIFA 22 do it again, still no go;
5. I restarted Xbox, then it worked

I had to go into all of my purchased games, and search by most recently acquired to download.
I wonder if it matter the version you have installed

All that said, these games always end up free on EA Access/gamepass so the slickest deal would be just wait. You may wait a few months at most and it will be free to play, you can play 22 version during that time. Most of these sports games don't make major updates so 22 won't be drastic difference to 23.
