The Frontier gate agents are strictly enforcing personal size at the gate. All personal items must fit in the metal bin at the gate without any pressure or force. These agents are a hired by a third party company and receive commission for each bag charged at the gate.
Personal item dimensions are 14 x 18 x 8. If your personal item does not fit without force they will charge you $100 for a "carry on" at the gate (each direction). Pro tip: you can purchase the carry on on the frontier website for $60 instead, as long as you can make the purchase before the door closes. The gate agents don't like this because they lose their commission. Be careful this holiday season.

Next thing you're gonna say is that us tall people should have to pay extra for more leg room.
Crap... I already do pay extra.
Worried that these overzealous gate agents will try to charge for it. It fits in the sizer, but not easily, and I think the handle sticks out the side of the sizer. Of course the sizers are literally designed with the cutout on the side so the handle can stick out.

I'm content with Frontier, but I came in knowing what to expect, which is that they will charge you for anything they legally can. I don't fly Frontier when I want to bring a lot of luggage, or when I want a comfortable flight, or when I want to sit next to a travel companion, etc.
Recently I've been taking a bag that's a bit under the size limit to account for the sides puffing out since I pack my clothes tight.
Honestly I think Southwest is the last good budget airline (not "ultra-low cost"), the way they include a carry on and two checked bags with every fare level and often have prices comparable with Frontier if you time it right. Plus free cancellation up to ten minutes before the flight. I feel much better about giving them my money. But Frontier is for when I want to pay $50 for a weekend trip from Denver to Chicago with a few sets of clothes and can afford to eat the cost on the off chance I need to cancel.
Also knock off the hate on heavy people, and I say this as someone who's probably lighter than most of you. The weight limits on luggage aren't because the airline needs that money to keep the plane aloft. If they charge you more then it's because they could charge you more and then did. Do you think Frontier nickels and dimes you for luggage because the weight of your luggage makes the flight that much more expensive for them? Meanwhile the corporations love that you're blaming other customers rather than their own policies.
