I am an returning customer but the PS Plus expired in Nov 2022. I was able to stack 2. Had to login using my PC, then click on "Join Playstation Plus" and then saw the 29.99 price. When I tried to purchase the second one and stack, gave me credit card expired error. Was able to pay using paypal and checkout.

The $30 price is only being offered to those who are completely new or for people whose accounts recently expired. If your account expired several months ago, like mine, you will not be eligible.
You can however trick sony into thinking you have recently expired. Simply sign up for a PS+ subscription on your existing account at the full price, $59.99. After you signed up, go ahead and cancel your subscription. You will have to contact sony by chat in order to get a refund (they will refund subscriptions within 14 days).
Now that your subscription has just ended thanks to cancelling, you are viewed as a recently expired account and suddenly offered the $29.99 price. Just worked for me. Enjoy
