Pretty close price to just the parts alone. Not the great deal as it would have been a few months ago before CPU, GPU, and SSD prices finally started dropping.

Agreed, this seems like a solid, but not great deal. That said the deals are not exactly flowing at the moment so if this if your price point you could certainly do worse.
If you can go up $200 then that opens up the Costco victus deal
Does this have an HDMI port and a Display port as well? I cant find this information anywhere. If Walmart or HP provided a simple pic of the back of the case, that would have been helpful...

yes, the Costco one have faster CPU, 32GB of ram compare to 8 GB , bigger power supply and a good video card. pretty much you can just leave that alone without even opening the case. And the warranty is longer too.
With this one, that 8GB of ram is too little so that will be a require upgrade once you get it.

My biggest concern is 8 gb or ram vs 16. I'm basically looking for a computer than can handle 30-40 tabls open on google chrome with some video sites like youtube op. Can this computer handle that?

Maybe, but you can add ram... I don't know how the ram is installed in this, whether its 2x 4gb or 1x 8gb... It'll cost more to buy two sticks than one stick.
Everything is all about gaming. Where are the PCs that are not meant for gaming but for work? I know this PC can be used for that. But still trying to figure out if I should buy or build a new PC. I have been looking at the i5-12600K mobo combo from Microcenter.
Edit: Well never mind that mobo combo is sold out.

RX 6400 is a PCIE gen 4.0 card. It will work on PCIE gen 3.0, but you'll lose a lot of performance. https://www.youtube.com/watch?v=qHKbExC
Basically wasting your money.
