I specifically mentioned good looking cards as they were shopping for their kid. I intentionally left off talking anything about return on value. The odds of getting a "hit card" is higher in these sets as celebrations gives you a lot of foils with a VMAX pika about 1:4 packs. Give me one other modern set that you can get a VMAX on average better than 1:8 let alone 1:4
Got to pay attention to the request from the original poster. "My daughter got into Pokemon recently...." This clearly does not say "could you tell me which set has the most expensive cards".

Not every pack will. There will be a rare in every pack, but the rare is often not holo. There is a reverse foil in every pack though and they are "foil" but aren't considered holo rares to anyone but some of the people that create "mystery packs". I would probably suggest watching a YouTube video where someone opens packs of silver tempest and this will give you an idea of what to expect

Shining fates and celebrations both have higher chance of getting "big cards" but both can't be bought separated. I would suggest these two sets and maybe even the Pokemon go series(also can't be bought individually).
These sets are very popular for those that just want to get some attractive cards

100% false.

Shining fates currently only has 2 cards in total that are worth $10 or more, the Charizard VMAX is the only chase card from this set.

Of the newer sets, your best bet is evolving skies (36/297 are $10+), then probably Brilliant Stars (22/224 are $10+)

That said, your "odds" of pulling them are essentially the same across the sets, no one expansion has a better pull rate than the others.

Opening packs is like scratching lottery tickets, chances of getting something that's worth more than the value of the packs is very slim. If you want the thrill of possibly getting something, then go ahead and but don't be upset if you don't pull anything. If you want a particular card from a set, just buy it as a single, it's much MUCH cheaper that way. I don't open packs anymore unless I need the bulk for a master set.

If you want the experience, just aim for the price point. Each pack is a wildcard but if you pay the appropriate price you won't over pay for a pack and you can open much more. Each collection has its perks.

There are 2 "hit" card in celebrations (secret mew, charizard). The vmax pikas top out under $2 each.

If you're defining a "hit" as a vmax, you're generally misusing the term. If you're saying chance of v/vmax as a "big card", then sure.
