Shining fates currently only has 2 cards in total that are worth $10 or more, the Charizard VMAX is the only chase card from this set.
Of the newer sets, your best bet is evolving skies (36/297 are $10+), then probably Brilliant Stars (22/224 are $10+)
That said, your "odds" of pulling them are essentially the same across the sets, no one expansion has a better pull rate than the others.

But if you want specific cards, including rates, holos, etc, especially if looking to build specific decks) check out tcgplayer.com - probably better than eBay for finding what you want.
I do both for my son: opening packs is fun but also buy specific cards for a deck so we can play.

Her and her Dad have this great ritual for opening them and looking at what they got. When I was that age, I just ripped them open as fast as possible. Of course back then it was only sports cards, wacky packages, or the partridge family. MTG was still over 20 years away
