Spare battery packs (uninstalled or charging devices) must be in carry-on bags in the US. They are not allowed to be checked ever. If it is installed in a device, like a laptop battery for example, it can be checked, however if you have a spare battery or a battery pack to charge it with, those must be in your carry-on.

I never have problem with battery pack in US. Some international destinations however does not allow carry any battery pack over 5000mh. Keep in mind, you always want to check the rules in another country and some common things in US can cause a much big trouble in other countries. For instance, gum in Singapore.

Only spare battery packs can't be checked. If they are installed, it should be fine to check. Although not sure why you would get a carry on size to check.

and pepper spray is forbidden in Singapore too. My friend had a trouble on that in one trip.

It happens when you have a low class/priority ticket and have no space in the overhead bin.

Haha, nothing secure thing like a lock cutter. That's what the TSA do when they're lazy. I've travel and forced to check-in with TSA compatible luggage and they would cut the lock; and as a result, farked up the locking mechanism of the luggage. Even though I have TSA compatible luggage, I still buy and use those TSA Approved Luggage Travel Lock so if they get cut, it doesn't mess up the lock circle on my luggage zipper.

The point of a TSA compatible lock is to prevent those airport employee stealing your things. Remember that video how the airport employee stole that person ipad and they use the ipad GPS to track them down? Well, I'm not saying airport in the USA, but if you travel internationally, you don't know who you get as airport employee.

Ok? But then it just gets checked. The tsa doesn't go through it again. The airline will just ask you to remove any items that aren't allowed. So you could just take the battery out at that point if you were worried. But you don't need to anyway.
