I built a couple myself:
One out of a couple of boxes with straw in-between and a tarp on top to keep it dry. (Was on my front porch, too, so it stayed mostly dry anyway).
One out of a cooler with a hole drilled in the side. Insulation built in.
Insulation concerns naturally vary depending on your local climate. Are you nearly-always 40F or higher Los Angeles? Or frozen Chicago?
You'll want foam or straw for insulation, and then straw for bedding. Tractor Supply and other farm/feed stores are best bets for this.
Be warned that cats are cats. You can build or provide them with nice outdoor houses, and then they might completely ignore them.

Wow! Thank you. That gives me a ton of different designs. We let the cat come in sometimes and put her out at night. I'll start with keeping it in the house and if she gets comfortable with it I'll move it outside. Thank you
