6.5 is my personal rule of thumb cut off for whether a game is worth my attention. I'll make exceptions if there is some aspect of it I find particularly enticing. But pretty much anything below 6.5 has a fly in the ointment. There are plenty of good times to be had with games below this rating, but at the opportunity cost of not having played an even better game that's just as easy to find and get to the table.
7.0 This is a solid game. Whatever flaws it may have, the experience is worth it. I consider it the pass / fail line for "good" game vs "bad" game if it's the only metric I have and I can only categorize a game that crudely.
After 7.0 things don't move linearly. As can be seen, the 8.7 average for the very best game shows you the kind of curve you're working on.
7.5 This game has the goods. It still might not be your cup of tea, but if it's in front of the right audience it is a blast.
8.0 "I can't believe you've never played X!"
A lot has been said about heavier games having a bias for higher scores. So one also has to consider how heavy the game is. The two theories on where this bias comes from is that more people find simple games just worse for their simplicity, and people who are willing to learn and play a heavy game are more likely to know what they're getting in to and therefore like it more than people who have self-selected not to play it because of its weight and so haven't contributed to the rating.
There's also the Kickstarter factor. Anything on Kickstarter gets a bunch of 10 ratings from people who have preordered it. There is also speculation that people who bought into the hype for a game or more likely to give a rating that closer matches their expectation to how much they were going to like it from the hype. I give crowd funded games a -0.3 correction in my head when I interpret their ratings.

8.7 is the average. You can still rate a game a 10/10 which gets added to the average score.
7.8 is fairly high for an average. I was interested in this game myself. May pick it up.

BGG ratings tend to be skewed especially high for popular IPs, IMHO. So anything Marvel, Star Wars ...etc, tend to get higher ratings (in general).
Seeing as I don't really care about Start Wars, I'm taking this high BGG rating with a grain of salt.
There will never be a game over 9.0 on BGG because the Ameritrash and Eurotrash camps are too divided.
