Dorms have to deal with potentially older wiring and multiple students per room with an increasing number of devices combined with the fact that college students often do some pretty dumb things.
Cheapo 2 prong extension cords (especially the kind that have 3-outlet ends) are easy to overload which creates a fire risk. They are perfectly safe if you use them within their limits, but you can't really trust that some drunk college student won't try to pug a 1500W toaster oven into the end of this cable using a 3-to-2 prong adapter....so some colleges insist on things like all extension cords must be 3-prong/grounded (which often also use higher gauge wire than cheap 2-prong cords). Some don't allow power-strips because too much stuff gets plugged in or they get daisy chained. Some only allow industrial-grade heavy duty extension cords. Some don't allow extension cords at all!
