Hire a local shed builder at this point. Just contracted a 12x24 hardi exterior and metal roof for 5k in FL

No. 2x6 floor with 3/4 plywood, set on blocks for air circulation underneath. It's moveable but includes hurricane straps into ground. Slab is nice but may create too much moisture inside here.

I had a shed installed (built on my property) and they did an awesome job. Mine include primer and shingles.

Just get a kit and DIY. Every year there are huge clearances at hardware stores like Home Depot and Lowe's. Took me like a day to finish mine and didn't have to go through all the extra hassle of hiring someone.
