Depends on which tv you're using, but likely a really super basic dac is built into tv. Headphone out will always be analog. It's starting to disappear from TVs in favor of only optical (digital) out or blue tooth. If someone needs to connect an analog-only stereo system to such a TV, this is a pretty good solution. (I see the first post mentioned this already.)
