I look forward to the bag sale every year to pick up clearance Christmas stuff as well as things that never go on sale like oscillating tool blades, electrical tools and wire just to name a few things.

Menards is about twice as far away from me as Lowe's and Home Depot but they offered the metal roofing that I wanted for our house. You wouldn't believe how much they charged to ship that.
I also more nit picking but do they really have to blast their stupid store jingle in-store?! Definitely like a 90s business marketing idea.
Also the rebate may not be perfect for your small purchases, but it's a fantastic program for those of us that spend thousands at the store, along with all of their contractor customers. It's a program with a specific audience, and that audience might not be the occasional small-purchase shopper.

Laziness to read the thread and asking the same thing 10 different times is also an inefficient use of this community.
Regarding using the bag at other stores, I have used it at Lowes before with success, but haven't tried HD. At Lowes, I had the bag inside my coat when I got to the cash register. I asked if they accepted competitor coupons, the cashier confirmed they did, so I pulled out the bag and put the Ecobee thermostat in said bag and got a nice discount on it. At the time (Jan 2020) they didn't really go on discount anywhere, and Menards didn't sell Ecobee.
My experience pricing things around store to store, Menards typically has competitive pricing vs HD and Lowes and the rebates are just frosting. I've never had a problem returning stuff at Menards. The only real downside with the return process is that you have to have a receipt to get the full return amount and they can't/won't look it up for you, but they have a kiosk where you can look for the purchase using your credit card and print out a new receipt yourself. It just makes what is a pretty automated process at HD and Lowes take a bit more time and effort for the customer.
Their online order pickup is in the FAR back of the store, but that is by design, not to be a PITA. You can take your online pickup form and drive into the lumber yard. Just show the form to the gate guard and go park. They will load the item into your car and you can drive it out. You can also order the lumber/landscaping stuff online for self-pick and go pick it up yourself driving around the back yard. Makes getting X bags of landscaping rocks way easier than dealing with carts and whatnot. Their lumber supply makes HD and Lowes look like a mom and pop corner store in comparison.
I do agree that the 11% rebate is aimed more at contractors than retail customers, although it still adds up to a lot of savings/rebate if you buy much at Menards. But for a contractor, you buy your customer funded supplies from Menards and then end up with thousands in rebate checks that you can use as pure profit or to make personal projects free. My BIL built himself a detached garage and it was basically free other than the concrete, because of all the rebates he had accumulated from his contracting business.
