Regarding the build quality - The HP Elitebook series will be better than any consumer models (Spectre, Lenovo Slim, Inspiron, etc...). Basically, other than the Macbook Air/Pro, the Elitebook will be better build quality than anything you can find at Costco.
Compared to other business laptops on build quality (feel) - I'd still rank Thinkpads as higher build quality, then Dell Precision, then HP. When you talk about reliability though, I would go Thinkpad, then HP, then Dell.
From a performance perspective, this is a great deal for folks. Unless you are gaming, the 680M integrated graphics card is the best integrated graphics card out there. Period.
If you're wanting a cool running, high performing laptop, this is a good deal, unless you can find an equal deal on the Thinkpad.

The following two methods is how I got an HP EPP Account. I was able to make an account with both methods. The steps are high level and from my memory, so figure out the missing steps if you get stuck:
1) With id.me

b) Click bottom link: 'Shop Now'
c) Click 'Sign In' and log into id.me
d) It will forward do to HP's site: "HP Employee Purchase Program. Welcome ID.me"
e) Click 'Register'
f) create the account and you will get the discounted price after done
2) Without id.me
a) Go to https://www.hp.com/us-en/shop/cv/employee
b) Click 'Register'
c) Fill in 'First name', 'Last name', 'Email address'
d) Leave 'Compnay name' blank
e) Fill in 'Company code'
