This has been the normal price for a couple of months and no rebates aka Newegg. This is made by Powercolor which is the only positive sign.

No, this is a sale price for this card. It has been this price for a few days now, but usually goes for about $400 lately. It was $10 cheaper for less than a day over Cyber Monday. Various Radeon RX 6700 XTs have been on sale between $350-370 off and on for a couple of months now.
Shipping has now slipped to Jan 21-24 timeframe on this.

I just bought a PowerColor Hellhound White RX 6650 XT from Amazon for $339. I'm doing a white build and my current card is the Hellhound version. I see that this is the Fighter edition and it's black. Is there enough of a performance difference to trade up to the 6670 XT for $30 more?

Depends. Is the 1070 still doing it for you? This is a nice upgrade at a decent price.

I am still rocking a Fury R9 and it still does pretty well. The biggest issue is that AMD has stopped supporting the card with updates.

I have a 3060 I bought at the wrong time so I might try and sell it to buy this or a 6800XT.

I just did that upgrade. If you are at 1080p the 1070 might still be good for you. That's for you to decide. If you want to game at 1440p, then it's time to break out the credit card.

RTX 3070 should do that with most/all games. The 6700XT is a solid 1440p/60fps card as well.

If you're running a game with heavy ray tracing (e.g., Control), you might need to bump up to a RTX 3080 level or AMD equivalent though.

I should have clarified that it is the new normal price for the current market on 6700xt. The word sale has so many meanings. Yes it's technically on sale but for those who have been watching it is not a good value and no rush to get

It depends on what games you play at what resolution. From what I have researched, the 6650 XT is an excellent 1080p card while the 6700 XT (this one) is an excellent 1440p card. It also seems like the Hellhound is a higher "tier" than the Fighter from PowerColor. Like you get fewer frills on the Fighter in exchange for a lower price.
