For 90% of the general public. $500 for apple Mac mini m2 plus a $200-230 (when on sale) monitor like the hp 32 inch ips 400 nits 165 hz monitor. Buy a Logitech combo keyboard and monitor So max investment is around $800 is perfect.

Cheap 24" monitor for most.

32" 165hz IPS 400 nits oddly specific.

And have run Asphalt a car racing game with all that loaded and more. Yes it does swap, but you really don't notice it. Its a super fast NVME style drive, and swap is compressed, the M1 and M2 chips are beasts.

Recently was running some complex queries on my work laptop, a 11th gen i7 4 cores, 8 threads, it fished the query is 15 seconds, moved the data to my probook, same query run in under 3 seconds.

Not sure they handicapped the SSD. Basically single memory chips tend to have lower performance than dual memory chip.(SSD) Yes it is their choice not to use order two smaller chips. My perfence would be for them to simply never sell a single chip solution, so have the mini start at 512 gb SSD.

Yes, depending on what you mean by "average". On an 8GB model it will slow down RAM swap, but if you're not pushing RAM usage that won't matter much. Disk read/write speeds for large file transfer/duplication will take noticeably longer, but not if the other device/network is the limiting factor, which it often will be.

If you want more storage on the cheap, just get an external drive. Even the $499 Mac mini comes with full on Thunderbolt 4 ports.

After 1/23/2023: Costco 2 year warranty + All State 3 year warranty = 5 years.

No, you can buy the 256GB model with 16GB ram as "build to order". It's just not one of the typical configurations sold by retail stores.
