Check homeassistant. It's a home automation platform and probably an overkill for your purposes. But it allows you to write scripts to do pretty much whatever you want. You have to be computer savvy though.

Wyze app has a vacation mode setting that does just this. Turns outlet on at random times and lengths. You can also set complex schedules and sunset/sunrise on and off.

Horrible experience, first order only one of the plugs works second time both plugs didn't work. I had a lot of connectivity issues, I also had a lot of issues with automations so then I ended up getting kasa outdoor 2 plug and never looked back.

My geenie smart outdoor plugs have worked pretty reliably as well over the past 3 years.

You can set a routine in Google Home to turn on/off differently each day

Have this currently for my Backyard patio lights, works great and works with Alexa. Used the other outlet when it came time for Christmas lights too, super useful. Both outlets can be used independently. Can't speak to weather proofing as mine sits in a room that's covered but exposed to the outside air and humidity of coastal FL.
