Hard-wire is not a big deal at all (2 wires and a ground to connect to the dishwasher), but the installers aren't electricians so I guess there is some liability there.
If doing delivery and install costco partners with local plumbers to do the install (they are the ones who called me originally). If only accepting the delivery, than a delivery company comes and drops it off.
We replaced this same style dishwasher with a higher end unit and it is well worth it. Plastic tub means dishes don't dry properly, also it didn't clean that well and that trap is garbage and needs to be cleaned often as well as being loud.
Yes, hard to find a dishwasher under $400, but if this for your house that you plan on staying in, get a higher end unit. That's what I did. The one I had worked OK (as described above), but the kitchen aid Costco dealer from summer/fall of last year was a great deal. $1200 dishwasher for $600.
My point was that, the install is no longer free if your dishwasher is hardwired. If they show up and see that it doesn't have an outlet than they are just going to leave everything there and you will need to schedule install with an electrician.
Alternatively, you can just install it yourself (hardwire it and hook up water line, etc.).
This is just a PSA to check your current setup before scheduling anything otherwise you may have delays and extra costs associated with the "free delivery and install".

I would rec Bosch if you could afford it. LG and Samsung for budget option

I've owned a few plastic tub ones over the years and dishes were never completely dry even with using a rinse-aid.
Now have the kitchen aid with metal tub and dishes are much drier without using rinse aid. Plastic stuff still has some water, but nothing excessive.
It could be just that the new dishwasher is higher end than the previous ones I've had. Although, I don't think they make higher end dishwashers with plastic tubs.
